Equality between the sexes and non-discrimination

Vantaa joined the European Charter on Equality between women and men in 2007. As a consequence of joining the charter, the city's decision-makers and office-holders are publicly committed to the principle of equality between women and men, as well as to assessment of, among other things, gender impacts.

The city's own equality and non-discrimination plan, based on the Act on Equality between Women and Men and on the Non-Discrimination Act, dictates development of equality between the sexes and non-discrimination in all the city's operations. The Group and Citizen Services Department coordinates city-level equality and non-discrimination planning.

The Act on Equality between Women and Men and the Non-Discrimination Act were amended at the beginning of 2015. These acts require that authorities be not only non-discriminatory in all their actions, but that they actively promote equality between the sexes and non-discrimination. In the fall of 2016, the City of Vantaa finished revising its own statutory equality and non-discrimination plan.

The plan called the Equality and Non-Discrimination Promotion as an Operating Procedure Plan consists of three parts.

  • The first part is a comprehensive Worksheet on Equality between the Sexes and Non-discrimination, which, in brief, is an introduction to what promotion of equality and non-discrimination means in today's municipal work and, especially, what it means for the City of Vantaa.
  • The second part is the City of Vantaa’s Operational Equality and Non-Discrimination Plan for the 2017-2020 Council Term. The operational plan emphases commitment to non-discrimination and to promoting equality between the sexes in all the city's operations, as well as to finding such an operating procedure that promotes equality and non-discrimination.
  • The third part of the plan is called The City of Vantaa as Equal and Non-Discriminatory Workplace – personnel policy equality and non-discrimination planning at the City of Vantaa. This is the HR Centre and employee organizations’ joint description of how the City of Vantaa applies HR policy equality and non-discrimination work.
