Vantaa offers everybody full-time early childhood education service
In connection with ratifying the budget on November 13, the City of Vantaa decided that every Vantaa child is entitled to full-time early childhood education service as of August 1, 2018. An additional allocation of €1 080 000 was reserved for the service change in the budget.
Vantaa limited subjective day-care right when the Act on Early Childhood Education was amended as of August 1, 2016. Because of the alteration, the law guaranteed everybody at least 20 hours of early childhood education service per week. The restriction has applied to families where both parents or one of them stays at home. In the fall of 2017, the city conducted a survey of the impacts of the service restriction. An announcement was published on the results of the survey.
The city asks customers who have used part-time service how many of them plans to increase use of early childhood education service as of August 2018. The survey will take place in November. Based on the results, the city will assess further need for premises and employees. In addition, the day-care-center groups will probably be reassessed. It is possible that children’s part-time early childhood education day-care center and early childhood education groups may change. Even though the possibility of using early childhood education services will expand, part-day and part-week service will continue to be arranged as demanded. The Education Committee will decide on more specific arrangement principles of part-time early childhood education service in the spring of 2018.
Vantaa Early Childhood Education Services will ensure parents’ flexible possibility of choosing a service from versatile early childhood education services at a child’s different life situations. At the moment, there are about 1 600 children in part-time early childhood education service in 56 part-time children's groups. There are altogether 11 500 children in Vantaa Early Childhood Education Services.
