Instructions for jobseekers
The job search process can also begin during the local government pilot on employment when you register as a jobseeker in TE Services E-services. You can log in to the E-services with your online banking credentials. If you do not have valid online banking credentials, you can register in person at the TE Office. If you have previously been a client of the TE Office, you can also register by phone.TE Services guide the clients of local government pilots on employment to the employment services of their home municipality.
If your mother tongue is not Finnish or Swedish and you do not have online banking credentials, you can register as an unemployed jobseeker in person at the TE Office. You will need to bring your passport and residence permit. If you are an EU citizen, bring your EU citizen’s registration certificate.

Vantaa and Kerava are participating in the local government pilot on employment, which started on 1 March 2021 and ends on 31 December 2024. During the pilot, the tasks of the Employment and Economic Development Offices (TE Offices) are being transferred to municipalities. The aim of the employment pilots is to promote the employment of unemployed jobseekers and their guidance towards training more effectively and to introduce new solutions for the availability of skilled workforce. If you are a client of the pilot, you will be informed of it in person either by letter or through E-services. If you register as unemployed jobseeker or make a change notification when your unemployment begins during the pilot, you will be informed through E-services.
You are a client of the local government pilot if you have registered as a jobseeker, your municipality of residence is part of a local government pilot and you belong to one of the following groups:
- you are not entitled to earnings-related unemployment benefit but receive labour market subsidy or basic unemployment allowance from Kela,
- your mother tongue is not Finnish, Swedish or Sami, or you do not have Finnish citizenship, or
- you are under the age of 30.
Once you have registered as an unemployed jobseeker, you have the right to receive employment services. You will get a personal coach who will help you with all matters related to employment and advise you on dealing with the authorities in matters related to unemployment. A plan will be prepared for you with goals for your job search. The plan will also include tasks that will help you achieve your goal. You can also receive unemployment security if you meet the conditions.
Since the unemployment benefit is subject to conditions, you have rights but you also have obligations. You can find the rights and obligations of unemployed jobseekers listed by the TE Office here.
Follow the deadlines and respond to contacts to ensure there are no interruptions in your unemployment security. As an unemployed jobseeker, you have the same rights and obligations regardless of whether you are a client of a local government pilot or not.
Job search
When searching for a job, you should use many different means and channels.
You can find jobs through
- employment websites,
- social media, such as Facebook, Twitter and LinkedIn,
- recruitment events,
- your own networks: acquaintances, old co-workers, friends, relatives, neighbours, etc.,
- advertisements in newspapers, magazines and free newspapers.
If you want a particular job, you can always contact the employer you are interested in directly and ask if they have any jobs available. Many jobs are not advertised anywhere. These hidden jobs are worth asking about directly.
Job vacancies are often advertised on employers’ own websites or on various job search websites. You can search for open positions, for example, on the websites below.

To apply for a new job, you need documents that are a key part of the job application process. When applying for an open job, you need job application documents, which include an up-to-date CV, or curriculum vitae, and a job application. The purpose of the application documents is to convince the employer that you are a good candidate for the open position.
A CV is a summary of your work experience, education, competence and other skills. A good CV tells the employer about your qualifications effectively and clearly.
A good job application is clear, interesting, concise and matches the job description and requirements.

Education and studies
