Environmental Health Services fees in the City of Vantaa
This price list applies to the performances of the municipal authority under the Food Act (297/2021), Health Protection Act (763/1994), Tobacco Act (549/2016) and Medicines Act (395/1987).
Environmental Health Services fees from 1 April 2022
This price list applies to
The performances of the municipal authority under the Food Act (297/2021), which concern
1) the processing of notifications concerning the registering of activities referred to in sections 10 and 13 and the processing of applications and notifications referred to in sections 9 and 11
2) the inspection and analysis of samples covered by the municipal control plan
3) inspections carried out to monitor compliance with a request referred to in subsection 1 of section 40
4) inspections carried out to monitor compliance with administrative enforcement measures and sanctions referred to in Chapter 9 on non-compliance with the Food Act
5) the control referred to in subsection 1 of section 51 regarding an operator exporting food outside the European Union and the export certificate referred to in subsection 2 of section 51
In terms of registered primary production, no fees are charged for the inspections specified in the control plan. Service-based fees are levied on approved sprout production establishments according to paragraphs 1 and 2 of section 73. If the registered primary production must be inspected again due to negligence, an inspection fee will be charged. Village shops and non-profit organisations that are exempted from the basic control fee are typically engaged in registered food activities and are subject to risk-based control. Although these operators are not charged the basic annual control fee, they are charged the service-based fees referred to in section 73.
The municipality will also charge a fee for other control activities and related inspections and investigations as provided for in Articles 79–85 of the Regulation (EU) 2017/625 of the European Parliament and of the Council.

6) the processing of the notifications referred to in sections 13 and 18 a, the processing of applications referred to in section 18 and the inspections and documentary checks that concern the activities mentioned in those sections and are covered by the municipal control plan referred to in section 6
7) the control of notifications under section 13 and any provisions issued on the basis of an application made pursuant to section 18
8) measurements, sampling, analyses and investigations regarding the activities referred to in paragraph 6 relating to the detection of health hazards or ensuring the elimination of a health hazard
9) an approval of a risk assessment referred to in section 20 and the quality control and monitoring of domestic water
10) quality control of bathing water in accordance with section 29
11) inspections of sunbed devices as referred to in section 173 of the Radiation Act
12) expenses arising from a notification referred to in sections 13 and 18 a of the Health Protection Act and from a hearing related to a pending application referred to in section 18 of the Health Protection Act as well as from the notification of a decision
The municipality also has the right to charge the following fees according to its approved price list:
13) A fee for an inspection, documentary check, measurement, sampling, study or investigation related to a health hazard or its elimination in a dwelling or other living spaces as referred to in section 26. This fee is charged to the property owner, the holder of the property or any other person who is, in accordance with section 27, responsible for the health hazard. However, no fee is charged for the first inspection performed by the authority to investigate the suspected health hazard and the determination of further investigation needs.
14) A fee levied on a well owner for water quality sampling and analysis if the operator is not a water supply facility
15) A fee for inspections relating to the enforcement of provisions adopted pursuant to chapter 17 of the Environmental Protection Act
16) A fee for an inspection or documentary check other than those referred to in paragraphs 6 to 9, as well as for measurements, sampling, analyses and investigations relating to the detection of health hazards or the elimination of a health hazard. If the measurements, sampling, analyses and investigations can be carried out by an external party, VAT will be applicable to the fee.
Performances of the municipal authority under the Tobacco Act (549/2016), which concern
17) the processing of an application for a retail license as referred to in section 44 of the Tobacco Act
18) the processing of a notification of the retail of nicotine-containing liquids as referred to in section 48 of the Tobacco Act
19) the processing of the wholesale notification as referred to in section 50 of the Tobacco Act
20) the processing of a smoking ban application as referred to in section 79 of the Tobacco Act
21) the control fee specific to a point of sale as referred to in section 91 of the Tobacco Act (the fee is charged on 1 January for the valid tobacco retail licenses and for the control of retail or wholesale of nicotine-containing liquids)
Performances of the municipal authority under the Medicines Act (395/1987), which concern
22) the granting of a retail license for nicotine products as referred to in sections 54 a–d
23) the annual control fee for the control of retail licenses for nicotine products as referred to in sections 54 a–d
2.1) The fees are based on the Tobacco Act and the total costs incurred by the authority for the control activities, travel, inspections, sampling and analysis of the samples.
2.2) The total costs include operating costs, interests and depreciations incurred in performing the task and a share of administrative costs. The hourly rate for work carried out by the control staff is EUR 60.
2.3) The charges for external services and laboratory tests are determined based on the costs incurred.
2.4) Separate sampling and analysis by the authority is subject to a fee. No separate fee is charged for sampling during inspections. The planned sampling of food control is not charged separately. It is included in the annual basic control fee.
2.5) The fees are charged in accordance with the attached price list.
3.1) The processing or approval fee is generally based on the extent of the processing or approval procedure. The fee is determined by the time spent on the processing of the application or notification. The processing or approval fee may also include an inspection if the authority deems it appropriate. The processing and approval fee also includes the costs arising from notifications related to a hearing, the pendency of the proceedings or a decision.
3.2) The processing or approval fee also applies to a notification or application regarding a substantial alteration of activities and to a notification regarding a change of operator.
3.3) Where activities under the Food Act are concerned, the fee is also charged for processing a notification of termination.
3.4) Where activities under the Health Protection Act are concerned, the processing of notifications regarding the suspension and termination of activities is free of charge.
4.1.) Inspections and sampling based on an approved control plan are subject to a control fee based on the time spent by the authority. The inspection may also be conducted by phone or remotely or as an interview. The inspection fee includes preparation for the inspection, average travel time, the inspection and the preparation of the inspection report. The contents of the inspection and the average time used for the inspections are defined in the Environmental Health Control Plan of the City of Vantaa.
The frequency of inspections is based on a risk assessment. In the case of a food establishment with multiple functions, the frequency of inspections and the fee is determined by the most risky activities, except in the case of large-scale activities of the lower risk category.
4.2.) If various control activities are carried out at a control site at the same time, a single combined fee is charged. If several inspections as are carried out at the control site during the same inspection visit, the operator will be charged based on the main inspection and, in addition, 50% of the fees for other simultaneous inspections.
4.3) For the control of establishments handling foodstuffs of animal origin, a fee is charged in accordance with the EU regulation on official controls (2017/625). If the fee is not defined in the EU regulation on official controls (2017/625), or the minimum fee in the regulation does not cover the costs of the control activities, the fee is charged based on the time spent by the authority in accordance with the attached price list.
4.4) A control fee is levied on establishments supplying water intended for human consumption. In addition to the time spent on the inspection, the fee includes activities related to the control and monitoring of water quality.
5.1) A separate fee is charged for the control of food premises exporting foodstuffs outside the European Union if the destination country requires more comprehensive controls than usual. The fee is based on the working time spent on the inspections.
5.2) Inspections concerning the activities referred to in sections 55–61 and 66 of the Food Act are subject to a fee which is determined by the time spent on the inspection.
5.3) A fee shall also be charged for other controls and related investigations as provided for in Articles 79-85 of the regulation on official controls. This category also includes inspections made at the request of the operator.
5.4) A fee for food export certificates is charged based on the expenses according to the attached price list.
6.1) The first inspection, as referred to in section 27 of the Health Protection Act, carried out to confirm the existence of a health hazard, as well as the related measurements, analyses, investigations and sampling, are free of charge. Follow-up control activities to confirm the elimination of a health hazard are subject to a fee. The fee is charged based the time spent by the authority.
7.1) In accordance with the attached price list, fees are charged for the processing of retail license applications for tobacco products, nicotine liquids and nicotine products and for the processing of retail and wholesale notifications regarding nicotine liquids, as well as for the control of these activities.
7.2) On the 1st of January, the municipality charges an annual control fee for valid retail licenses and activities defined in the wholesale notification.
The control fee is EUR 500 per point of sale. However, if an operator has filed a retail or wholesale notification for both tobacco products and nicotine liquids in accordance with the subsections 1–2 of section 46 or the subsection 1 on section 50, or has filed a notification referred to in section 48 regarding the retail of nicotine liquids, the control fee will be doubled.
For the retail of tobacco products and nicotine-containing liquids for a limited period of less than 6 months, the annual control fee is 50% of the normal fee.
7.3) In accordance with the attached price list, a fee is charged for the processing of a smoking ban application referred to in section 79 of the Tobacco Act.
8.1) If an inspection covered by the a control plan requires an exceptionally large or small amount of work, and the time spent on the inspection differs significantly from what was planned, or the collection of the fee would otherwise be unreasonable, the operator may be charged a fee that is up to 50% higher or lower than the fee defined in section 4.
8.2) If the fee would lead to an unreasonable outcome given the nature and significance of the matter, in exceptional cases, the operator may be charged a fee that is lower than the normal fee or the operator may be exempted from the fee. However, as a general rule, the fee for processing a notification or application is at least 50% of the fee which would otherwise be charged.
9.1) If the applicant withdraws their application or the proceedings lapse for another reason before the decision is granted, and the municipal authority has taken the essential steps to process the application, a fee will be charged based on the working time spent for the processing.
10.1) For an application that has been rejected, a fee will be charged according to this price list. If the grounds for the rejection or prohibition are so clear that there are no grounds for further processing, the fee will be determined based on the working time spent for the processing.
10.2) If the application is deemed inadmissible, no fee will be charged.
11.1) If, after a review procedure, the court returns the matter for reconsideration, the amount that has been charged by the authority for the previous decision in the same matter will be deducted from the fee indicated in this price list.
11.2) If, after a review procedure, the court repeals a decision based on the fact that the applicant did not need the approval decision, any fees will be refunded to the applicant.
12.1) A fee pursuant to the control plan must be paid when the inspection has been carried out, the notification or application has been processed or any other activities on which the fee is based have been completed by the authority, excluding the control fees for retail and wholesale outlets selling tobacco products, nicotine liquids and nicotine products, and the basic fees under the Health Protection Act and the Food Act.
The annual control fee for the retail and wholesale of tobacco products, nicotine-containing liquids and nicotine products is charged per calendar year. During the first year, the payment due date is the date of issue of the license. In subsequent years, the payment due date is the 1st of January. If the commencement date of the activities indicated in the application is after 30 September, the annual control fee will not be charged for that year. After the license expires, the annual control fee for the retail and wholesale of tobacco products, nicotine-containing liquids and nicotine products is no longer charged. Payments will not be refunded.
12.2) Payments must be made no later than the due date indicated on the invoice. The due date may not be earlier than two weeks after the service on which the payment is based has been provided.
12.3) If the payment is not paid by the due date, an annual interest for the delayed amount will be charged according to section 4 of the Interest Act (633/1982). A late-payment fee of EUR 5 will be charged instead of the late-payment interest if the amount of the late-payment interest is less than EUR 5.
12.4) If a fee based on this price list is not paid despite a reminder, it may be collected through enforcement without a separate judgement or decision in the order laid down in the Act on the Enforcement of Taxes and Public Payments (706/2007) and section 74 of the Food Act 297/2021, section 50b of the Health Protection Act 763/1994, section 25b of the Tobacco Act 549/2016 and section 54d of the Medicines Act 395/1987.
12.5) The annual control fee for valid retail licenses for tobacco products is charged on the 1st of January. After the retail license expires, the annual control fee will no longer be charged. The fees collected will not be refunded.
13.1) If an object of control which is subject to planned control is engaged in any of the activities listed below, an annual control fee referred to in the section 72 of the Food Act (297/2021) is charged in addition to the above-mentioned fees.

The basic control fee will not be levied on non-profit organisations and village shops. In addition, the basic control fee will not be levied on an operator who carries out activities referred to in Article 1(3)(e) and Article 10 of the Regulation (EC) No 853/2004 of the European Parliament and of the Council laying down specific hygiene rules for food of animal origin as well as Article 12(1)(a) of the Commission delegated regulation 2019/624 concerning specific rules for the performance of official controls on the production of meat and for production and relaying areas of live bivalve molluscs in accordance with Regulation (EU) 2017/625 of the European Parliament and of the Council.
If the activities carried out by the operator in one place of activity include several of the activities referred to in subsection 1 of section 72, the basic control fee is charged only once.
The basic fee is charged at the beginning of the calendar year. If an object of control is included under the scope of planned control in the middle of the calendar year, they do not have to pay the basic control fee for that calendar year. If an operator files a termination notification in the middle of a calendar year, the basic control fee will no longer be charged from the beginning of the following year.
13.2) In addition to the above-mentioned fees, the municipality levies an annual basic control fee of EUR 150 referred to in the Health Protection Act (763/1994, section 50) on operators that are listed in the annex to the Act.
If the activities carried out by the operator in one place of activity include several of the activities referred to in subsection 1 of section 50, the basic control fee is charged only once per year.
The basic fee is charged at the beginning of the calendar year. If an object of control files a notification of commencement of activities in the middle of a calendar year, the object of control is not subject to the basic control fee for that calendar year. If an operator files a notification of termination of activities to the municipal health protection authority, the basic control fee will no longer be charged from the beginning of the following calendar year.
14.1) A party dissatisfied with a fee based on an approved control plan or price list may lodge an appeal according to section 9 of the Act on the Enforcement of Taxes and Public Payments (706/2007). The invoice must be paid by the due date despite the appeal.
An appeal may be filed on the grounds that the public fee has been imposed or collected incorrectly. The appeal must be submitted to the Helsinki Administrative Court. The appeal must be lodged within five years of the beginning of the year following the date on which the fee was imposed or collected.
15.1) The fees are determined based on the price list in force on the date of the decision or processing.
15.2) The annual fee for the control of tobacco licenses is determined based on the price list in force when the fee is reviewed.
15.3) This price list enters into force on 1 April 2022.

Environmental Health Services price list starting from 1 April 2022
An hourly rate of €60 is charged for the work carried out by the Environmental Health Services’ control staff.
A basic inspection is an inspection made based on a notification or application or an inspection based on the control plan.
