If you are an unemployed job seeker, it is important that you discuss all your studies with your employment specialist before starting your studies, as studying can affect your right to unemployment security.
Contact your employment expert
You can easily contact your employment specialist by logging in to Job Market Finland’s E-services. In your contact request, you can write a short description of your situation and the questions that you wish to be answered.
Your employment specialist will help you clarify your goals and plans. If necessary, the specialist will refer you to, for example, career coaching, a student counselor or a vocational guidance counselor. The employment specialist will advise you on how the studies will affect your unemployment security.
Ohjaamo Vantaa
If you are under 30 years old and do not know where to start, start at Ohjaamo. Ohjaamo is a low-threshold guidance service for people of ages 15–29. Ohjaamo Vantaa is located in Tikkurila and will help you without an appointment. At Ohjaamo, you will receive help with matters related to job seeking and training. Ohjaamo will also provide guidance for matters related to housing and finances.
What could I study?
There are plenty of study options, and you can get help in finding the right path for you from, for example, the StudyInfo website (Opintopolku.fi), where you can learn more about different education options independently. We can also refer you to a student counselor or vocational guidance counselor, who will help you map your strengths and interests. It is also worth considering the possibility of applying for vocational labor market training, which offers the opportunity to develop your professional skills and promote your employment.
How do I apply for studies?
The national joint application is organized twice a year. Through the joint application, you can apply to higher education institutions and upper secondary education. You can also apply for upper secondary education throughout the year through rolling admissions or through an apprenticeship. Many educational institutions offer adult education, and you can apply directly via the educational institution's own website. If you receive a study place, remember to confirm your place before the deadline so you do not lose it.

How can I fund my studies?
Generally speaking, unemployment benefits are not intended to provide income during full-time studies. The student financial aid system exists for this purpose. Unemployment benefit can only be paid for the duration of studies that support fast employment.
You may be entitled to employment security during your studies under certain conditions. Before you begin your studies, an employment expert will assess whether or not you meet the requirements for unemployment security. Contact your employment expert as early on as possible.
If you are an unemployed jobseeker, please remember to report all of your beginning studies to the employment expert. You must also report your studies when you are not receiving financial aid for students.
Apprenticeship training combines work and study
Do you want to study, work and get paid? An apprenticeship is a fixed-term employment contract, during which you study practical tasks at the workplace. Training at the workplace is often supplemented by studies at an educational institution or in an online learning environment.
If you are interested in apprenticeship training, please leave a contact request for your employment specialist via Job Market Finland’s E-Services. You can also ask about the possibility of a wage subsidy during the apprenticeship. A wage subsidy refers to assistance meant to promote the employment of an unemployed job seeker, which the employment authority can grant an employer to compensate for salary costs.
Study abroad
A full qualification or a part of a qualification can be completed abroad. Exchange studies abroad are organized through the Erasmus program, for example.
The European Union's Erasmus+ program offers young people, students and adults opportunities for internationalization and funding for education, study or training abroad. In addition, the program offers educational institutions and organizations the opportunity to cooperate with their international partners.
Discontinuation of studies
If you have already discontinued your studies, please register as a customer of Employment Services immediately. If you are already registered, please report the discontinuation of your studies via Job Market Finland’s E-Services. Employment Services offer help in career planning and job seeking. You can take part in career coaching or career counseling or get tips on updating job-seeking documents and finding suitable jobs.
Obligation of under-25-year-olds to be trained or educated
Are you a young person under 25 years of age who has not yet completed a qualification after comprehensive school or upper secondary school? In this case, you are subject to conditions for unemployment benefits that partly differ from other job seekers.
In order to receive unemployment benefits, young people under the age of 25 who do not have a qualification after comprehensive school or upper secondary school or a university degree must apply for at least two study places during the spring for vocational training leading to a qualification and professional competence that starts in the fall or full-time training at an adult education college or sports institute for which the young person meets the student selection criteria. Only those who have completed their comprehensive education can apply for full-time upper secondary education as well.
Possible exceptions to the obligation to apply must be agreed upon in the employment plan or similar plan before the beginning of the fall semester. Employment Services will monitor application for training until you reach the age of 25 or complete a vocational qualification. The studies of under 25-year-olds are mainly funded through financial aid for students.
The education or training does not have to be part of the joint application process, but the application must take place during the application period. If you are invited to take an entrance exam, you are obliged to take it. If you have two entrance exams on the same day, you are obliged to take part in at least one of them. If you receive a study place, you must start your studies on the day they begin.
Transition assistance training for people aged 55 or older
If you are 55 years of age or older and your employment relationship is terminated, you are entitled to transition assistance training. The aim of the training is to improve your professional skills and support your employment. The training lasts for a maximum of six months.
Transition assistance will help in a situation where your employer must terminate employees for production-related or economic reasons. With the help of the service, you will quickly receive support for job seeking and re-employment. In the event of termination, the employment area’s transition assistance specialist will work together with your employer and employee representatives.
You are entitled to an employment plan already during your period of notice. In the employment plan, you will agree on the tasks and services that will best contribute to your employment. When you have been terminated, you are entitled to paid leave if you draw up an employment plan or take part in agreed job-application coaching, labor market training or outplacement.
