Preparation of the disposition plan for Koivukylä is almost complete – familiarize yourself with the plans and comment on them!
Koivukylä's center is being developed, and a disposition plan is being made for the development of the area. The ongoing disposition plan work is scheduled to be completed in the fall of 2024, and residents are now asked to comment on the draft disposition plan.
The disposition plan especially focuses on the area that reaches to the railway track in the west, Peijaksentie in the north, Koivukylänväylä in the south, and Rautkallio’s park in the east. In addition, the area neighboring the actual disposition plan area is under inspection. The area being additionally inspected covers the districts of Havukoski, Koivukylä, and Asola. The aim of the disposition plan is to increase the area’s attractiveness as a residential area.
A disposition plan is a general plan that plans the development of an area as a whole. Moreover, the disposition plan dictates the more detailed planning of the area, that is, local detailed planning. The disposition plan is not yet a final document, and nothing can yet be built based on it. The actual final planning decisions are made later, in several local detailed plans devised for the area. Local detailed plans will be made in the future by utilizing the principles presented in the disposition plan.
More services and housing units while cherishing green areas
The center of Koivukylä was mostly built in the 1970s. It is the greenest of Vantaa’s urban centers. For an urban center, Koivukylä's center has a lot of trees and spacious, light and verdant yards. When reforming the area, its greenness and spaciousness will be retained.
Infill development has been planned for the entire area covered by the disposition plan, especially in areas near the railway track. A moderate amount of infill development has also been planned for the area to the east of Kytötie; this mainly includes small-scale raising of buildings. The aim of infill development is to diversify the area’s housing stock.
The areas along the railway track will be developed into pleasant and barrier-free pedestrian centers. Plans have been made to build an urban culture center—and possibly also a new super or hyper market—in the vicinity of the railway station. A new library and other services provided by the city have been planned for the urban culture center. As far as other services are concerned, they remain in the planning stage, but potential services consist of, for instance, a youth center, a citizens' house, and Adult Education Center’s teaching premises.
The outdoor-recreation trails of Rautkallio's park will be developed, and various hanging out and exercise facilities will be added to the park. Koivukylä’s taxi station, which is currently situated along Rekolanoja, will be turned into a green and cozy hanging out area.
Accessibility of services is improved in the entire area covered by the disposition plan by developing passageways. What is of particular interest is developing the passage from one side of the railroad track to the other, so that accessing the services planned to the east of the railway track from the west side would become easier.
Make an impact by answering the survey by August 15
Compiling the disposition plan is almost finished. Preparation material on the draft disposition plan has been published to be viewed by residents. The material describes the current plans. Residents are asked to comment on the draft disposition plan during the summer, so that there is still time to refine the draft. After this, the disposition plan can be viewed by residents during early fall. After the official period of public inspection, some changes may yet be made before the final disposition plan is submitted to decisionmaking. The plan is estimated to be ready for decisionmaking in early 2025.
