City Executive Board approved the outcome of co-operation negotiations as the basis for further preparation of the budget

Release

The City Executive Board of Vantaa approved the outcome of the co-operation negotiations in its meeting on October 19, 2026, as the basis for the continued preparation of the 2027 budget. The negotiation outcome was approved with an amendment proposed by the mayor concerning the use of temporary agency staff.

The co-operation negotiations were conducted between August 18 and October 6, 2026. The negotiations addressed the reorganization of the city’s organization and financial adjustment measures affecting the personnel.

According to the employer’s estimate, the measures may result in layoffs affecting 122 employees. In addition, 81 employees will be offered new positions as an alternative to dismissal, changes may be made to the terms and conditions of employment for 44 employees, and 15 temporary positions will end upon the expiration of their contracts. Through natural attrition, 21 vacant positions will be eliminated. Any potential transfer of the residential rental housing operations would require a separate decision. Temporary layoffs will not be implemented because they would not generate permanent savings.

The cost-saving measures are expected to reduce personnel expenses by approximately €11.33 million. In preparing the changes, the aim has been to minimize their impact on services provided to residents.

The city executive board instructed the education and learning committee to assess the provision of family daycare services as of August 1, 2027. The urban culture and wellbeing committee will evaluate the closure of one youth center, and the urban environment committee will examine personnel and property-related issues associated with a possible transfer of the residential rental housing operations.
