The Competence Campus Development and Construction

Six vibrant and welcoming city blocks will be developed in Jokiniemi, Tikkurila, forming the Competence Campus. The area will combine learning and public services with diverse commercial spaces, leisure services, and housing. The campus, covering over 100,000 square metres of floor area, will be built in phases between 2024 and 2032.

Six Blocks of the Campus

The campus will offer space for learning, services, businesses, and housing across six blocks and more than 100,000 square metres of floor area. It will accommodate approximately 2,650 students, 2,400 employees, and 1,000 residents. The area will also feature green parks and inviting squares for relaxation. 

Located next to the main railway line and Tikkurila station, the campus is easily accessible by public transport, walking, and cycling. The development aims to strengthen the vitality of Tikkurila and expand the city centre into Jokiniemi. 

The campus will include: 

  • A block for educational institutions: Tikkurila Upper Secondary School, Varia Vocational College, Vantaa Adult Education Institute, and Vantaa Music Institute
  • A services block for integration, skills development, employment, and entrepreneurship
  • Central and southern blocks for commerce, culture, offices, accommodation services, and housing
  • Renovated spaces for cultural use, such as an art café in the historically valuable Grönberg Villa
  • Two parking garages and park-and-ride facilities for public transport customers 

A Public–Private Partnership

The campus is being developed through collaboration between the City of Vantaa and private investors. The city is investing in the educational block, parking garages, streets, parks, and public art. Most buildings will be constructed by private property investors, selected through open plot competitions. The total investment in the built environment is estimated at €200 million.

Construction Timeline

Construction began in autumn 2024 with streets and municipal infrastructure. The first building phase includes the educational block, developed by VTK Kiinteistöt Oy, with completion targeted for 2028. Next, the northern parking garage will be built, followed by the services block and southern blocks. The final phase will include central blocks for commerce, offices and housing.
