Asunto kaikille (“Housing for everyone”) is a joint project between the City of Vantaa and Vantaa and Kerava wellbeing services county. The project constitutes a part of the national program to erase long-term homelessness by the year 2027. It receives state aid from the Ministry of the Environment.

Goals of the Housing for everyone project

The goals of the Housing for everyone project consist of:

  • The City of Vantaa and Vantaa and Kerava wellbeing services county have a large partnership network to erase and prevent homelessness.
  • The situational picture of homelessness becomes clear when we have sufficient data for erasing long-term homelessness and for ingraining the results of our work.
  • Cooperation between the city's and the wellbeing services county's services functions well.
  • Long-term homelessness is prevented.
  • There are flexible paths from supported housing toward more independent housing arrangements.
  • We have solutions meeting the needs of the homeless that need enhanced support. 

The city emphasizes prevention of homelessness

The city's main focus in the project lies on preventing homelessness, that is,

  • identifying the groups at risk of becoming homeless
  • developing preventive services
  • developing mutual partnering between the city, organizations, and the wellbeing services county as regards the services they provide.  

We emphasize the flexibility of joint processes and early help.

The project is organizationally placed in the Youth and Community Services service area's community services unit where a project planner works in the housing advice team. Of the functions of the service area, especially residential work, services for young adults, and housing advice are naturally connected with the project. The young constitute an important target group when developing preventive work.  

Developing the project is carried out with a large-scale network. The wellbeing services county's project site will publish the material created in the project, as well as inform about the progress of the project.

The project implements the goals of the government program 

The national program to erase long-term homelessness bolsters partnering between the state, wellbeing services counties, and cities. When erasing homelessness, special attention is paid to young homeless people, and founding of supported housing units for the young is promoted.

The goals of the program:

  • Long-term homelessness is erased by the year 2027.
  • Reasonably priced and state subsidized housing, including small, supported housing units, have been sufficiently targeted at the long-term homeless in cities with severe problems with homelessness. The services of supported housing units meet the users’ needs.
  • The cities and wellbeing services counties have joint execution plans for erasing homelessness.
  • A wide-scope partnership network operates on municipal and wellbeing services county level to erase and prevent homelessness.
  • The cities and wellbeing services counties have devised a joint operating model for stabilizing work against long-term homelessness on such a level that long-term homelessness will not start increasing after the program period.

The cities and wellbeing services counties receiving project grant consist of: the City of Helsinki, the City of Tampere and Pirkanmaa wellbeing services county, Espoo and Western Uusimaa wellbeing services county, Vantaa and Vantaa and Kerava wellbeing services county, Turku and the wellbeing services county of Southwest Finland, Lahti and the wellbeing services county of Päijät-Häme, Jyväskylä and the wellbeing services county of Central Finland, Oulu and the wellbeing services county of North Ostrobothnia, as well as Kuopio and the wellbeing services county of North Savo.
