Vantaa's new Master Plan enters into force

Vantaa City Executive Board held its last meeting of the year on 19 December. The City Executive Board approved the location of the new wellbeing centre for the Vantaa and Kerava wellbeing services county on the Kielotie 13 plot in Tikkurila and the development principles for the Jokiniemi learning campus. The meeting also approved a letter of intent for the creation of the Vantaa-Kerava employment area. The new Vantaa Master Plan 2020 will enter into force on 11 January 2023.

 

The new Vantaa Master Plan 2020 will enter into force by announcement on 11 January 2023. The City Executive Board had already decided earlier on 28 November 2022 on partial entry into force due to the pending appeal process but, in its decision of 8 December 2022, the Supreme Administrative Court decided to reject all appeal applications holding back the entry into force. As a result, the Master Plan will enter into force almost in its entirety. Only the three decisions previously annulled by the Helsinki Administrative Court on 28 June 2022 will not enter into force and will therefore not be included in the new Master Plan. 

The solutions to be reversed are a small part of the zoning provisions for commercial areas, a nature conservation provision for one property in the commercial area along Myllynkyläntie, and a third residential provision planned for the end of the Santarata railway line in Tikkurila. Santarata itself is no longer included in the new Master Plan, and the Helsinki Administrative Court rejected the appeal related to the track. Therefore, the investigation of a replacement solution for Santarata will continue in cooperation between the City of Vantaa and the Finnish Transport Infrastructure Agency. The retirement of the maintenance track will in time provide new opportunities for the development of Tikkurila city centre.

Jokiniemi Learning Campus to be Vantaa's own Otaniemi

The meeting also approved the principles for the development of a learning campus at Jokiniemi. The Learning Campus project, one ofVantaa's key projects, has been prepared in extensive cross-governmental cooperation since 2020. The campus area will become a strong hub for the continuing development of know-how and vitality, enabling companies to locate to the Tikkurila area. Learning Campus is a cross-cutting project, which can be simultaneously seen as a development project for continuing education, a project for employment and economic policy, a project for urban and real estate development and a project for innovation. 

The area will include educational facilities, office and commercial premises, housing and parking. With a total of eight blocks and more than 100,000 floor square metres, the campus will be a major development for both the City of Vantaa and the Tikkurila area. Because of its location, the area is one of the top business locations in Vantaa and the Helsinki metropolitan area. 

Wellbeing centre in Tikkurila, next to City Hall

The City Executive Board approved the location of a new health and wellbeing centre for the Vantaa and Kerava wellbeing services county in Tikkurila, next to Vantaa City Hall on the Kielotie 13 plot. The city’s previously planned office, commercial and residential mixed-use project on the site was cancelled when Lehto Tilat Oy announced in March 2022 that it would not proceed with the project. The well-being services county previously submitted a planning application for a well-being centre in Jokiniemi. The learning campus area is planned to be located in Jokiniemi, so the proposed location was not suitable from the city's point of view.
