The City Council approved the stormwater fee

The Vantaa City Council approved, following a vote, a stormwater fee for properties at its meeting on 25 May. The meeting also approved a temporary change to the calculation of land use agreement compensations to accelerate residential construction in the city. In addition, the City Council approved detailed plans and amendments in Ylästö, Hakunila, Koivuhaka, Simonkylä and Korso.

Stormwater fee for properties from 1 June

The City Council approved a new stormwater fee for properties. The fee will cover the costs incurred by the city for maintaining and developing the stormwater system, which amount to approximately €5 million annually. The fee applies to developed properties within detailed plan areas and is determined based on the property type and surface area. The stormwater fee is a public law charge collected from property owners without a separate agreement. The fee enters into force on 1 June 2026.

Boosting housing construction through more flexible land use agreements

Currently, very few new homes are being built in Vantaa. The housing market is weak, and many projects have not started in recent years. One reason is that the costs associated with land use agreements are too high in some areas relative to the current market situation.
In the future, compensation under land use agreements may be calculated based on the price agreed in advance between the landowner and the developer for the sale of the plot. However, this price must be no more than 25% lower than the regional reference price used by the city.
The change is temporary and applies to land use agreements approved in 2026–2027. The aim is that the more flexible calculation method will concretely help launch new housing projects and increase housing production in Vantaa in the coming years. The new calculation principle will be applied to agreements approved between 1 May 2026 and 31 December 2027.

Detailed plans approved in Ylästö, Hakunila, Koivuhaka, Simonkylä and Korso

A zoning plan for Kalliosolantie in Ylästö designates a block area for industrial, warehouse and office buildings. The aim is to create a functional entity from the plots.

In Hakunila, the detailed plan for Pitkäsentie changes areas designated for detached houses and local recreation into areas for buildings and facilities serving municipal infrastructure, as well as local recreation. The amendment enables the placement of the Central Uusimaa Rescue Department’s new readiness station in Hakunila.

In Koivuhaka, on land owned by Jehovah’s Witnesses at Puutarhatie 47, the plan enables facilities supporting the community’s activities as well as housing. A strip of local recreation area and an outdoor route from Puutarhatie to Tikkurila Central Park will be designated in the northern part of the area.

In Simonkylä, the city-owned Salkola house located in Hiiriharju park will be protected through the detailed plan. The residential building has been identified as having significant cultural-historical value. The area will be designated as a block for detached houses, including the protected building and the immediate yard area to be preserved. The aim is to safeguard the cultural and natural values and enable the sale of the building by forming a separate plot.

Along Korsontie, a new block for commercial buildings will be zoned, enabling the establishment of a grocery store in the area. At the same time, the recreational area at the end of Salkolantie will be converted into a street area.
