The new MoU builds on the partnership established between Vantaa and CEEVO in 2023. It brings together two major European airport regions: Aviapolis, the international business district surrounding Helsinki Airport, and Val-d’Oise, home to Paris Charles de Gaulle and Paris-Le Bourget airports and one of Europe’s leading aviation and aerospace hubs.

Airport regions as platforms for international growth

The renewed partnership expands cooperation into emerging sectors with significant growth potential. Key areas include aviation and aerospace, security and cybersecurity, dual-use technologies and Urban Air Mobility (UAM). The partners will also explore opportunities in other high-value technology sectors, including space technologies, quantum technologies and semiconductors.

The new phase of cooperation aims to deepen the strategic partnership between the two regions and strengthen the exchange of knowledge, expertise and best practices. It will also support innovation, sustainable economic growth and investment, while enhancing the international attractiveness and competitiveness of both regions.

Cooperation will focus particularly on airport area planning and development, economic development and innovation, investment attraction, urban development, employment and skills, as well as sustainability and the green transition.

“The competitiveness of Europe’s airport cities increasingly depends on their ability to bring together international connectivity, innovation, talent and investment. Our partnership with CEEVO gives us an opportunity to learn from each other, develop joint initiatives and, above all, create new opportunities for businesses in both regions,” says Tommo Koivusalo, Director of Economic Development at the City of Vantaa.

Creating tangible opportunities for businesses

A key objective of the MoU is to build stronger connections between businesses, investors, research organisations and public-sector partners in the two regions. By bringing these actors together, Vantaa and Val-d’Oise aim to facilitate new business opportunities, accelerate investment and strengthen economic ties between the regions.

The new Memorandum of Understanding will remain in effect for three years from the date of signing.
