City Council approved a guarantee for the Elmo ice rink and zoning plans for the Talkootie daycare centre in Vaarala, as well as for Martinlaakso and Varisto
The Vantaa City Council convened for its final meeting of the year on 15 December. After a vote, the council decided to grant a self-liability guarantee of up to EUR 11 million to Vantaan Jääurheilun tuki association as security for lease obligations related to an ice rink to be built in the Elmo sports park.
In addition, the council approved Vantaa’s new architecture programme as well as the zoning plans for the Talkootie daycare centre in Vaarala and Ulkoniitty in Varisto. The zoning plan amendment for Vihertie in Martinlaakso was approved following a vote.

Elmo sports park is the largest sports project in Vantaa this decade. The park will provide diverse opportunities for physical activity for all age groups, and an ice rink is planned in connection with the area as a privately implemented project. Construction of the Elmo swimming hall began in June 2024.
The City Council also approved Vantaa’s new Architecture Programme 2025. The programme outlines the type of built environment envisioned for Vantaa, emphasizing high-quality, sustainable, and identity-strengthening architecture. It refines the city’s strategic objectives from the perspective of urban space and cityscape and serves as a tool for all stakeholders influencing the built environment.
A new daycare in Vaarala, housing in Martinlaakso and small-house plots in Varisto
The zoning plan amendment for the Talkootie daycare centre in Vaarala enables the construction of a new daycare facility. Special attention is paid to comfort and the quality of the surrounding environment. The plan reserves approximately 2,000 gross floor square metres for the daycare building and its yard areas. Once implemented, the daycare will respond to the growing number of young children in early childhood education in the Hakunila major district.
The zoning plan amendment for Vihertie in Martinlaakso enables the construction of diverse residential blocks. The area combines both small-scale housing and apartment buildings within the same blocks in a green and pleasant environment.
In the Ulkoniitty area of Varisto, designated for complementary development in the master plan, small-house plots will be planned. Part of Ulkoniitty Park will be converted into residential blocks for small houses. In addition, six of the city’s leased plots will be reorganised and subdivided into new plots.
