Integration services for those outside the workforce

Our service is for you if you are unable to work or are not currently looking for work. This may be due to, for example, family leave, retirement, caregiving, illness or disability.

You will receive personal advice and guidance on issues such as the following:

Finnish or Swedish language courses
study
hobbies and leisure time
services and activities in your area
services that support employment.

We also organize various courses. Their topics include Finnish language, digital skills and Finnish society (multilingual civic orientation courses).

We serve in Finnish, Swedish, English or your own language. If necessary, we will use an interpreter.

Our services cost nothing.

Register for the meeting

Assessment of integration service needs and competence is carried out for people outside the workforce. The assessment is a meeting with an integration expert.

At the meeting, we will discuss the following issues together:

what supports you in your integration
your and your family's situation
your education and language skills
where to find the services that suit you
your work experience and your working life goals.

Based on the information you provide, we will create an individual integration plan for you, as needed. The integration plan will support you in finding integration services, language studies and other needs. The service will help you move forward towards your goals and also provide support for your family.

Assessment of integration service needs and competence

The assessment of skills and integration service needs is intended for you if you are not a job seeker, i.e. you are outside the workforce. The assessment of skills and integration service needs is carried out together with an integration expert.

The meeting will determine what you know and what kind of services you need. Based on the assessment, you can be directed to suitable services. You will receive personal support for integration. You will receive information about, for example, studying Finnish or Swedish, job hunting, education and services in Vantaa.

The meeting will discuss and clarify the following issues together with an integration expert:

Your family situation
Health condition affecting work ability
Your previous education and work experience
Your reading and writing skills
Your Finnish or Swedish language skills
Your study skills
Your career and future goals.

After assessing your skills and integration service needs, we can prepare an integration plan for you , which will guide you to the right services, language studies and support you in finding employment opportunities. This is the first step in integration. If necessary, an integration plan can be made in cooperation with the welfare area and employment services.

Integration plan

An integration plan will support you as you adjust to life in Finland. The integration plan must be made within three years of receiving your first residence permit.

The plan is made for you personally, taking into account the needs of your family. You and the authority make the plan together. It records your goals and agrees on what services and activities you will participate in to support your integration. The plan can be changed if your life situation or needs change.

The plan supports you in:

in Finnish and Swedish language studies
in job search and
in applying for education.

The plan for unaccompanied minors who have arrived in Finland will be drawn up in the welfare area in cooperation with the municipality.

Integration period

When an integration plan is made for you, your integration period begins. The integration period is the period during which you will receive support for integration from statutory integration services. From the beginning of 2025, the integration period will be two years from the time the plan is made. During this period, you are entitled to statutory services and benefits that support your integration.

Multilingual social orientation is a course that provides important basic information about Finland. Social orientation is intended to support good integration, inclusion and the opportunity to influence one's own work and life in the early stages of integration.

The course is organized in your native language or another language that you know well. The civic orientation teacher is a competent professional who often has the same native language as the course participants. The teaching is conversational, so participants can ask questions and learn together. The group also gives you the opportunity to meet new people.

The course lasts 70 hours. Civic orientation can be carried out on-site, remotely or as a combination of both. The course covers topics such as Finnish history, services, work and housing issues, one's rights and responsibilities, and other important issues for living in Finland. Civic orientation helps to understand Finnish society.

A person can receive integration services for those outside the workforce if the following conditions are met:

The municipality of residence is Vantaa.
Job search is not active / the person has not registered as a job seeker.
The person has a valid residence permit or a verifiable pending extension of residence permit.
The person is of legal age, unless the person is a child or young person who entered the country as a minor without guardianship.

A person may be either in the integration period or have already completed it.
A person may also have Finnish citizenship.

Support for the beginning of integration

The Fintegrate.fi online service provides a comprehensive collection of information about events, courses, groups and other activities that support your integration. You can find information about, for example, language teaching groups, guidance and counselling services, mentoring programmes, children's and youth activities and hobbies.

Activities are organized both on-site and online. Most of the activities are free of charge.
