Vantaa promotes housing construction
The City of Vantaa proposes a temporary change to the calculation of compensation under land use agreements in order to boost housing construction in the city. At its meeting on 27 April, the City Board decided to propose to the City Council a change that will particularly facilitate the implementation of privately financed housing projects in a weak market situation. In addition, the City Board decided to propose to the City Council the approval of a new stormwater fee for properties. Several zoning plan amendments were also discussed at the meeting.
Housing construction to be accelerated with more flexible land use agreements
Currently, very few new homes are being built in Vantaa. The housing market is weak, and many projects have not started in recent years. One reason is that the costs related to land use agreements are too high in some areas relative to the current market situation.
In the future, compensation under land use agreements may be calculated based on the price agreed in advance between the landowner and the developer for the plot transaction. However, this price may be at most 25% lower than the city’s regional reference price.
The change is temporary and applies to land use agreements approved in 2026–2027. If a project is not launched in time or deviates significantly from the plan, the city may later collect the difference between the normal price and the reduced price.
The aim is that a more flexible calculation method will concretely help launch new housing projects and increase housing production in Vantaa in the coming years. The new calculation principle will be applied to land use agreements approved between 1 May 2026 and 31 December 2027.
New stormwater fee for properties from 1 June
The City Board decided to propose to the City Council the approval of a new stormwater fee for properties. The fee will cover the costs of maintaining and developing the city’s stormwater system, which amount to approximately €5 million annually. The fee applies to built properties in areas covered by a detailed plan and is determined based on property type and surface area. The stormwater fee is a public law charge collected from property owners without a separate agreement. The fee will enter into force on 1 June 2026 (subject to City Council approval).
Several zoning plans progressing
In addition, the City Board decided to submit the zoning plans for Ylästö, Hakunila, Koivuhaka, Simonkylä and Korso to the City Council for approval. The zoning plans for the Vaarala depot of the Vantaa light rail, Myllymäki and Tammisto Commercial Street were decided to be made available for public review.
