On 27 March 2023, the City Council approved the following alterations to the local detailed plans that concern the Vantaa Light Rail project:

Hakunila: The area is bordered by Lahdentie in the east, the Kaskimaa recreation area in the north, Kaskela residential area in the west and the Pitkäsenniitty recreation area in the south. The alteration to the plan enables reserving a sufficient area for the infrastructure necessary for the light rail and the new pedestrian underpass. The alteration to the plan includes an indicative public transport trunk line parallel to Kyytitie, which can be implemented as a light rail line. A sufficient street area is also designated for the new alignment of Lahdentie, enabling the elevation of Lahdentie to the level of Kyytitie and the implementation of the intersection as a level crossing.

Kuninkaala and Hakkila: The alteration to the local detailed plan concerns an area bordered by Vanha Porvoontie in the east and Tukkukaupankuja in the west. Some block areas for office, industrial or storage buildings and local recreation areas are turned into street areas. A new plot division is proposed for the office and storage building block, and the building rights will be divided according to the plot division. An indicative area for public utility services for the purpose of a power station has been marked in the Kyytitie street area. A noise barrier will be constructed in the Kyytitie street area to protect the residential block, and prohibitions on access connections will be added at the borders of Kyytitie.

Vaarala: The area covers Hakunilantie from the intersection of Tilustie and Kuussillantie to the junction of Ring Road III, including the properties on the street. Some blocks and park areas will be turned into street areas. Vehicle access will be changed, and new prohibitions on access connections will be imposed. Noise barriers are also proposed for the street areas of Tilustie and Hakunilantie. The plan also issues provisions related to groundwater protection, noise and vibration protection, air quality, protection of vegetation, rehabilitation of contaminated land, and urban landscape.

The City’s 2022 HR report and the same year’s welfare account were presented in the meeting. A compilation of the initiatives submitted by residents, city council members and city council groups in 2022 was also discussed in the meeting.

The City Council approved the acquisition of the plot located at Kielotie 13 for the new health and wellbeing centre.
