City Executive Board reviews Personnel Report 2025 – Number of employees increased and salaries rose
At its meeting on 13 April, the Vantaa City Executive Board reviewed the city’s personnel report for 2025. Sanna Korpisalo was appointed as the new Director of Early Childhood Education. The Board also decided to organise a summer camp next summer for young people from Vantaa and its Ukrainian twin city Boryspil. In addition, the Board decided to make the zoning proposal for the Kivenkolo daycare centre in Kivistö available for public review.
New Director of Early Childhood Education: Sanna Korpisalo
Sanna Korpisalo has worked in various roles for the City of Vantaa for over 22 years, including nine years in leadership positions. In her most recent role as Regional Manager of Early Childhood Education, she has been responsible for the western service units for 4.5 years. The position was open for applications between 27 January and 12 February 2026. A total of 19 applicants applied, of whom 16 met the eligibility requirements. The position will be filled as a permanent post starting from 4 May 2026.
Summer camp for Ukrainian youth
Vantaa will organise a summer camp next summer for young people from its Ukrainian twin city Boryspil. Vantaa and Boryspil signed a twin city agreement in 2023. As a gesture of support, Vantaa organised a camp in Vantaa for children and young people from Boryspil in summer 2025. The camp offered participants an opportunity to gain international experience, meet peers from Vantaa and relax in a safe environment.
At the end of 2025, the City of Vantaa employed 8,437 people. Of the staff, 79% were women and 21% men. The average age was 45. The average length of employment in Vantaa is 9 years, and 11 years for permanent staff. There are 440 supervisors in Vantaa, 69% of whom are women. Staff turnover was 6.9%. Recruitment challenges were identified in early childhood education and education services.
Total personnel costs amounted to €458.4 million, which is 8.4% (€35.5 million) higher than in the previous year. The increase in salaries is due to both the growth in staff numbers and significant salary increases agreed in the municipal collective agreements.
The increase in the city’s workforce is explained by the TE reform, under which responsibility for employment and economic services was transferred from the state to municipalities at the beginning of 2025. As part of the reform, the city’s workforce grew by approximately 200 employees.
In 2025, the city recruited 2,211 new employees to permanent, fixed-term or substitute positions. A total of 46,704 applications were received for open vacancies. 337 young people worked in summer jobs in Vantaa, and 6,247 applications were received for these positions.
New daycare centre in Kivistö
The Kivenkolo zoning plan in Kivistö enables the construction of an eight-group daycare centre with 168 places in central Kivistö. The aim is to complement the growing urban structure, meet service needs, and implement a dense, pedestrian-oriented and urban-style city centre in line with the Kivistö master plan.
