Adapted physical activity development plan 2025–2029
The aim of the adapted physical activity development plan is to improve the physical exercise opportunities of persons with disabilities in Vantaa.

Adapted physical activity refers to physical exercise for persons who, due to a disability, illness or otherwise weakened ability to function, have difficulties in participating in generally available physical exercise. The target group represents approximately 15–20 percent of the population, which means roughly 40,000–50,000 people in Vantaa. Persons with disabilities are less physically active than the rest of the population, and their opportunities for physical exercise are more limited.
The adapted physical activity development plan promotes the opportunities of disabled Vantaa residents to take part in physical exercise equally. The plan will guide the work of the Sports Services service area to increase the target group's physical activity in 2025–2029.
The preparation of the plan began in 2024 in cooperation with a cross-administrative working group. The working group included representatives from the city’s different departments, the wellbeing services county, associations, as well as the council of the disabled and the council of the elderly. The work included assessing the current state of adapted physical activity services and identifying key development needs. Based on these, the goals and measures of the development plan were determined.
Goals and measures 2025–2029
The goals have been divided into five categories:
- General goals of adapted physical activity
Goals concerning different customer segments:
- Children and young people with disabilities
- Working-age persons who can mostly function independently
- Elderly people with limited ability to function
- Disabled and chronically ill persons who need a larger support network
The general goals apply to the entire adapted physical activity target group, with the goals relating to issues such as communication, events and accessibility. The customer segment-specific goals focus on promoting the physical exercise opportunities of a specific customer group.
For each goal in the plan, a party responsible for its implementation has been designated and cooperation partners have been identified. In addition, indicators that will help to monitor and assess the implementation of the goals have been defined.

The adapted physical activity development plan is one of the measures in the City of Vantaa’s physical activity program. The goal of Vantaa's physical activity program is to promote Vantaa residents’ physical activity, to remove potential barriers to physical activity, and to involve all the city's departments in working systematically and on a long-time basis to promote physical activity.
