City Council Approved the Revised Vantaa Tram Project Plan

The Vantaa City Council approved the revised project plan for the Vantaa tram at its meeting on 17 November. The meeting is still ongoing. Items on the agenda include the 2026 budget, tax rates, and the financial plan for 2026–2029.

The City Council voted on rejecting the revised project plan for the Vantaa tram. The proposal to reject it was defeated by a vote of 44–23. Four statements for the record and four dissenting opinions were submitted on the item.

Construction of the Vantaa tram to begin – decision on airport terminus in 2027

The Vantaa tram project plan, total cost estimate, and revenue projections have been revised. The most significant changes concern the overall project cost and the more detailed implementation of the tramway. The estimate of the revenue generated by the project has also been refined.

According to the revised plan, the Vantaa tram alliance will, in the first phase, build the tram line from Mellunmäki to the northern entrance of Aviapolis station. A decision on extending the line to the Helsinki-Vantaa Airport terminal area will be made by the end of 2027.

A plan for the airport terminus will be prepared in cooperation with Finavia by the end of June 2026. The plan will specify the new terminus, related arrangements, and a cost estimate. Otherwise, the route will largely follow the previous plan.

The tram is a profitable investment

According to a real estate economic assessment prepared by an external expert, the tram is expected to generate more revenue for the City of Vantaa than it costs to build. The revised total cost estimate of the tram project is approximately €750 million, of which Vantaa’s share is €541 million.

The economic impacts of the tram will cover its construction costs. Over a 40-year period, the impact on the city’s finances is estimated to be €60 million positive. The estimate does not include land use benefits outside the tram planning framework area.

From the perspective of the city’s economy, the most significant impacts of the tram are real estate-related revenues, construction and financing costs, operating costs, and ticket revenues.

Construction of the Vantaa tram will begin in 2025, and operations are expected to start at the end of 2029.
