Processing of personal data in the context of accessibility monitoring of Vantaa’s online services

In accordance with the EU General Data Protection Regulation, a person must be given information if his personal data is recorded in a personal register. Personal information includes, for example, name and address information. The registered person must also be informed about the purpose of personal data processing, where the data is regularly disclosed and about the rights of the registered person.

This document indicates how your personal data is processed by the accessibility monitoring tool when you visit the City of Vantaa’s website. 

The personal details collected by the monitoring service and their purpose of use

The details collected for the visitor statistics of the City of Vantaa online service are anonymised, and the details cannot be linked to any individual.  

Details collected during a website visit: 

  • IP address from which the visitor navigated to the City’s website  

  • Date and time  

  • Pages accessed within the service  

  • Browser type  

  • Search engine used  

  • Location (by country and city), regional location data that does not enable identification  

  • Name of the organisation providing the IP  

  • Browser type  

  • Device (computer, tablet, mobile phone)  

  • Operating system and display resolutions  

  • Traffic sources 

  • User’s interactions with the site 

Processing of collected personal data

The accessibility monitoring tool is used by City of Vantaa employees who have been granted access rights to the service based on their work tasks. The City of Vantaa and the provider of the monitoring tool observe the effective legislation in processing analytics data. The service provider and City employees have signed a data protection commitment regarding the use of information systems.  

Transferring data outside the EU or EEC area

Personal data will not be disclosed to third parties outside the City of Vantaa, nor will the data be transferred to other systems or outside the EU or EEC area.  

Measures in the event of misuse

Despite protection measures, it is possible for your personal data to end up in the wrong hands in some exceptional cases. If so, the City will take immediate measures to rectify the situation. You will also be notified immediately or no later than within 72 of hours of becoming aware of the issue, if the breach of your details may compromise your rights. If the data breach impacts a large group of people and does not require you to take any immediate measures, notification may also be provided by means of a public release.   

Data storage period

The anonymised visitor statistics and relevant information will be retained until further notice.   

The right to check and rectify information and request erasure

Those visiting Vantaa’s online service have the right to check the details on them that have been stored in the service and, if necessary, request the information to be rectified. An individual person is entitled to check their personal data free of charge once a year. Erroneous and unnecessary information will be removed upon request. 

Access requests can be made in the context of visits to a Vantaa Info desk. 

Before fulfilling an information access request, the identity of the person making the request must be checked. In the context of an in-person visit, identity is verified based on a driving licence granted by the police, an ID card or a passport. For access requests submitted by post, identity is verified in some other reliable way. Vantaa Info will provide an access request form that must be signed for the request to be fulfilled. You must also provide permission to use your e-mail address in the context of the request. 

The City of Vantaa will complete the requested measures without undue delay, but in any case no later than within one (1) month of receiving the request. If necessary, the deadline may be postponed by a maximum of two months, based on the complexity and quantity of the requests. In the event that the deadline is postponed, the City of Vantaa will provide notification of the delay and the relevant grounds to the requesting party within one month of receiving the request. 

If your request cannot be fulfilled, you will receive notification within one month of the request’s receipt. The notification will indicate the reasons for the refusal and the right to appeal to a supervisory authority. The notification will also indicate any other legal remedies available to you.  

Right to refer the matter to the Data Protection Ombudsman

If you suspect that the applicable legislation has been violated in the processing of your personal data, you can refer the matter to the Data Protection Ombudsman for processing.
