If you decide to enrol your child in private early childhood education and care, you can apply for a service voucher to cover some of the recurring fees. You can use the service voucher in a day care centre of your choice if they have signed an agreement on using the service voucher or you can use the voucher with another day care provider accepting service voucher that has been approved by the City of Vantaa.

Using the service voucher

When a family applies for a place in early childhood education and care for their child through the VaSa online service, the list of locations has the text ‘yksityinen’ (private) for those day care centre and group family day care centres for which service vouchers are available. The family can use the service voucher granted to them either in the day care centre they entered in the application or, if they wish, in one of the other day care centres accepting service vouchers that are approved by the City of Vantaa. The family must also contact the day care centre of their choice at the latest when they receive the decision and agree on the child’s early childhood education and care. The day care centre accepting service vouchers may require the family to fill in their application.

Service agreement with a day care centre accepting service vouchers

The family will sign a service agreement with the private day care centre accepting service vouchers. The day care centre will then deliver the service agreement requested by the city as well as its appendices to the early childhood education services (address: Varhaiskasvatus, Palveluseteli, PL 313, 01030 Vantaan kaupunki) for the purpose of determining the voucher’s value.

Service voucher’s value

The service voucher is income-based, which means that the family’s income affects the service voucher’s value and the share paid by the family. The annual client fee paid by the family cannot exceed the similar municipal payment by more than €30. If a family has a service voucher, they cannot receive private care allowance or child's home care allowance at the same time for arranging the child’s care.

The service voucher is child-specific. The service voucher’s value is determined based on a child’s age, family size, the family’s gross income and the service needs/early childhood education and care hours established in the service agreement between the family and the day care centre. The sibling discount applied for municipal early childhood education and care also applies to service vouchers.

Delivering the family’s income data

To determine the service voucher’s value, the family must deliver their income data to the early childhood education and care services at the latest by the 15th day of the month during which the child starts in care. The same income review form can be used for reporting income data as when determining the municipal client fees.  

The family can use the income review form to consent to the maximum payment, which means that the city grants the voucher with the lowest possible value, which means that the family pays the private day care centre the highest possible early childhood education and care fee (€295 + a potential fee of €30).

Decision on the service voucher value

When the appendix of the service agreement and the income review form have been delivered to the early childhood education and care services, the decision on the value of the service voucher will be sent to the family by post. The day care centre will also be informed of the service voucher’s value, but the family’s income data will not be shared. The day care centre will then determine the child’s client fee based on the service voucher’s value. The family and the day care centre’s personnel will agree on the client fee and the practicalities related to its payment.
