Terms of use for the city of Vantaa’s feedback service

These Terms of Use define, in addition to the law, the conditions for using the City of Vantaa’s electronic feedback service (hereinafter “the Service”). By using the Service, the User accepts these Terms of Use.

1. Definitions

Service = City of Vantaa’s electronic feedback service

User = A personal customer or a representative of a business/community/organisation who uses the Service.  

Parties = The User and the City of Vantaa.

2. Use and purpose of the service

The User may use the Service at their own discretion, provided that they comply with these Terms of Use and the law. The User shall not use the Service or its contents in a manner contrary to the law or good practice.

The purpose of the Service is to promote the right of Vantaa residents and service users to participate in and influence the activities of the city (Section 22 of the Local Government Act (410/2015)). In addition, the purpose of the Service is to offer the User the opportunity to submit an electronic message with the help of digital services or other electronic transmission methods, as referred to in Section 5 of the Act on the Provision of Digital Services (306/2019). The feedback provided by the User will be used to develop the activities of the City of Vantaa.

3. Processing of personal data

The User can find information on the processing of personal data and the exercising of their rights as a data subject in the Service in a dedicated information document.

4. Changes to the terms of use

The City of Vantaa has the right to unilaterally change these Terms of Use at any time by notifying the User in connection with the Service or by e-mail. The User is responsible for regularly checking these Terms of Use for any changes. By continuing to use the Service after such changes, the User agrees to the changes made.

5. Other terms

5.1 The City of Vantaa makes no guarantees as to the operation of the Service and shall not under any circumstances be responsible for any damage or inconvenience caused by the Service or its interface or resulting from the use thereof.

5.2 The City of Vantaa has the right to temporarily take the Service or parts of it out of service for maintenance, installation, changes, public order and security, system overload and/or other similar reasons. The City of Vantaa shall endeavour to inform the User of any changes and interruptions in the Service that are relevant to the User through the Service or in any other manner. The City of Vantaa also has the right to change the Service.

5.3 Statutory reminders, complaints or claims for rectification of decisions must not be sent as a feedback message. Official communications should be sent to the City of Vantaa Registry Office.

5.4 The User may use the service anonymously and send feedback anonymously. The feedback should not include personal identification numbers, bank account numbers, asset information or sensitive information such as your state of health.

5.5 Should your feedback contain a photo or other document, the photo must be taken by yourself and the document must be public. If identifiable persons appear in your photo, you need to have their permission to publish the material. By attaching a photo to your feedback you affirm that you have the above-mentioned permission to publish the material. By attaching a photo or other copyright protected material to your feedback, you assign your copyright and other rights to the content to the City of Vantaa.

5.6 If you give permission for your feedback to be published, it may be published in connection with the Service. Your feedback may be left unpublished or it may be edited prior to publishing. Inappropriate or offensive messages will not be published. For data protection reasons, parts of the feedback may be removed to protect your privacy.

5.7 If further information is required from you to process your feedback, your contact details may be passed on to the relevant department within the city.

5.8 The User undertakes to communicate with the feedback processors appropriately and in accordance with good manners.

5.9 The laws of Finland shall always apply to the use of the Service.

5.10 Disputes between the Parties shall be settled in the first instance by the District Court of Itä-Uusimaa, in Vantaa. The Parties may also settle their disputes by negotiation.

5.11 Before giving feedback, the User must have read the guidelines for giving feedback, which can be found on the City of Vantaa’s website (link). 

5.12 In addition to these Terms of Use, the User undertakes to comply with any terms and conditions relating to the use of the Service that may be separately issued by Vantaa and/or provided in connection with the Service at any given time.

5.13 The City of Vantaa collects log data from the Service in accordance with Section 17 of the Act on Information Management in Public Administration (906/2019) to monitor the use and disclosure of data in the information systems and to detect technical errors in an information system.

5.14 To monitor the use of the content of the Service, so-called cookies may be sent to the User’s computer. Cookies are used to collect information about how the Service is used. This information is used to further develop the Service. The information collected by cookies cannot be used to identify individual Users.

5.15 These Terms of Use shall enter into force immediately after the User has accepted them or started using the Service, whichever happens first.

Terms of use for the city of Vantaa’s grant application system

These Terms of Use define, in addition to the law, the conditions for using the City of Vantaa’s electronic grant application system service (hereinafter “the Service”). By using the Service, the User accepts these Terms of Use.

1. Definitions

Service = City of Vantaa’s electronic grant application system

User = A personal customer or a representative of a business/community/organisation who uses the Service.  

Parties = The User and the City of Vantaa.

2. Use and purpose of the service

The User may use the Service at their own discretion, provided that they comply with these Terms of Use and the law. The User shall not use the Service or its contents in a manner contrary to the law or good practice. The City of Vantaa’s general principles for awarding grants and subsidies are defined separately.

The purpose of the Service is to offer the User the opportunity to submit electronic messages and documents related to their matters with the help of digital services or other electronic transmission methods, as referred to in Section 5 of the Act on the Provision of Digital Services (306/2019).

To use the service, the grant applicant or their representative must be strongly authenticated using the Suomi.fi e-Identification service. The Service also uses the Suomi.fi e-Authorizations, which allows individuals, companies and communities to authorise someone else to attend to their matters on their behalf.

5.5 The User undertakes to familiarise themselves with the City of Vantaa’s general principles for awarding grants and subsidies and the general principles for awarding targeted grants, which can be found on the City of Vantaa's website (link). It contains information, for example, on the supervision of the use of grants and on the circumstances in which the grant may be recovered from the beneficiary.

5.6 In addition to these Terms of Use, the User undertakes to comply with any terms and conditions relating to the use of the Service that may be separately issued by Vantaa and/or provided in connection with the Service at any given time, as well as any separate terms and conditions agreed in writing between Vantaa and the User.

5.7 The User can use the Service as a personal customer or as an authenticated representative of an organisation. The identification is based on Section 6(1) of the Act on the Provision of Digital Services (306/2019). The City of Vantaa requires that Users are identified, because the Service allows Users to view their own details and perform legal acts in the matters of a personal customer or on behalf of an organisation. In addition, identification is necessary to prevent any misuse of the Service.

5.8 The City of Vantaa collects log data from the Service in accordance with Section 17 of the Act on Information Management in Public Administration (906/2019) to monitor the use and disclosure of data in the information systems and to detect technical errors in an information system.

5.9 To monitor the use of the content of the Service, so-called cookies may be sent to the User’s computer. Cookies are used to collect information about how the Service is used. 5.10 In accordance with Section 5 of the Act on Central Government’s Joint E-Service Support Services (571/2016), the Service uses the Suomi.fi services provided by the Digital and Population Data Services Agency (DVV). DVV provides the Suomi.fi e-Identification, Suomi.fi e-Authorizations and Suomi.fi Messages services, more information on which can be found on the DVV website and the Suomi.fi website. The privacy policy for DVV’s Suomi.fi services can be found on the Suomi.fi website.

5.11 These Terms of Use shall enter into force immediately after the User has accepted them or started using the Service, whichever happens first.

Terms of use for the city of Vantaa’s grant application system: the Vantaa employment supplement

These Terms of Use define, in addition to the law, the conditions for using the City of Vantaa’s electronic grant application system service (hereinafter “the Service”). By using the Service, the User accepts these Terms of Use.

1. Definitions

Service = City of Vantaa’s electronic grant application system

User = A representative of a company, community or organisation who uses the Service  

Parties = The User and the City of Vantaa.

2. Use and purpose of the service

The User may use the Service at their own discretion, provided that they comply with these Terms of Use and the law. The User shall not use the Service or its contents in a manner contrary to the law or good practice. The conditions for granting the Vantaa employment supplement are defined separately, and the User must familiarise themselves with them separately.

The purpose of the Service is to offer the User the opportunity to submit electronic messages and documents related to their matters with the help of digital services or other electronic transmission methods, as referred to in Section 5 of the Act on the Provision of Digital Services (306/2019).

5.6 In addition to these Terms of Use, the User undertakes to comply with any terms and conditions relating to the use of the Service that may be separately issued by Vantaa and/or provided in connection with the Service at any given time, as well as any separate terms and conditions agreed in writing between Vantaa and the User.

5.7 The identification of the User in the Service as an authenticated representative of an organisation is based on Section 6(1) of the Act on the Provision of Digital Services (306/2019). The City of Vantaa requires that Users are identified, because the Service allows Users to view their own details and perform legal acts on behalf of an organisation. In addition, identification is necessary to prevent any misuse of the Service.
