City Executive Board ratified Elmo hall’s needs assessment

Vantaa City Executive Board ratified in its meeting on March 8 Elmo indoor swimming pool needs assessment and the €36-million target price.

The indoor swimming pool will take the center stage in the new Elmo sports park. The entrance and facade open to the plaza, which will be the center of the area. The aim is a modern, accessible indoor swimming pool that meets the versatile needs of all the members of the municipality and of all the different groups of users. Construction will take place in 2022– 2025.

A place for a potential outdoor swimming pool will be reserved to the north of the building. The indoor swimming pool's main pool will have 10 tracks along 50 meters. The other pools are: a hydrotherapy pool, a separate instruction pool, a diving pool, a wading pool, a children’s pool, a cold-water pool, as well as a water slide. The indoor swimming pool will have a spacious lobby with a café and ticket sales, as well as exercise premises, a health club, and a gym. Building aims at using as much wood as possible wherever it is structurally possible and sound.

168-place daycare center in Korso

The city executive board ratified Korso daycare center needs assessment. The daycare center will have 168 places and cost €8 million. The number of daycare-aged children is forecast to diminish in Korso. The daycare center is, however, needed to replace the old daycare center that was in such a bad shape that its activities were transferred to a pavilion.

The daycare center will have joint premises that can be used by the residents outside early childhood education's active operating hours. In the 2021-2030 investment program, the Korso daycare center is projected to be completed in 2023.

The city executive board paid a lot of attention to planning the yard of the daycare center, which must ensure sufficient noise and dust prevention.

High-class office block in Aviapolis

The city executive board decided to put on display Aviapolis’ Mondo office block that will total 42,400 k-m2. The area is near Aviapolis’ northern station.

A verdant inner court with a parking lot will be placed in the middle of the block. The inner court will be surrounded by a rock, a verdant parking lot, a plaza-like petrified area, as well as 7—13-story buildings. The business premises will be placed along Karhumäentie.

The top-quality architecture will guarantee an interesting and pleasant milieu. The buildings and their architecture, materials and cityscape will be top-class and urban. The facades, details, windows, colors and materials shall vary in different buildings. The block will have a plaza-like petrified area that combines the block with the street level as well as provides a cozy meeting place. The roof of the parking lot will have a green space for hanging out.

Resource-smart, sustainable and carbon-neutrality-oriented plan provisions help battle climate change. The plan provisions will account for energy efficiency and charging places for electric cars, among other things.

The following local detailed plans were proposed for the city executive board’s ratification:

Veromies’ Grand Wing area: offices, a hotel and experience center, as well as a parking garage serving the above will be built in the area. Plans for residential building are also ongoing. The plan accounts for 8-story buildings, but some of the buildings will likely be lower. At present the area consists of low brushwood and forest cover, and it is situated around 1.5 kilometers from Aviapolis’ train station, opposite Flamingo and Jumbo. The yard of the Grand Wing area is proposed as a plaza that shall be built into a high-quality entity. Rälssitie is part of Veromies’ Kiinnostavuuden kehä, and the architecture of the buildings along it must promote creation of a pleasant pedestrian area.

Hämevaara’s Vieteririnne: the local detailed plan applies to four new lots for housing areas dominated by small houses.

Petikko’s Tiilenpolttajankuja 3b: expanding the lot. The garage needs the area for parking and for driving around the building.

In addition, the city executive board ratified the implementation agreement on the multipurpose building to be built on Kielotie 13, in downtown Tikkurila, and the alterations to be made in the land-use agreement. VTK Kiinteistöt Oy, owned by the City of Vantaa, put the project out for tenders. The city council ratified the plan alteration regarding the lot on January 25, 2021. The city will lease the premises it will acquire on a long-term basis. The tendering will be approved in VTK Kiinteistöt Oy’s board meeting and published on March 12, 2021.
