Learning support and special-needs education in general upper secondary education

Learning support
In general upper secondary education studies, support is divided into two levels: support for learning and special-needs education. The main focus is on support for learning, such as remedial instruction, support during classes, support courses, and other forms of guidance. Support for learning is available to all students. As part of support for learning, a student can also receive light guidance from a special needs teacher. The need for and functioning of support is regularly assessed during the students’ general upper secondary education studies. All students take a reading screener at the beginning of their general upper secondary education studies.
Special-needs education
If it becomes apparent that the above-described learning support has not been sufficient, one can assess whether the student needs special-needs education in order to reach the goals set for the general upper secondary education syllabus. An administrative, appealable decision is always made on special-needs education. The student and the guardian of a minor student are always heard before making the decision. In this case, special-needs education is, for example, counseling about long-term study strategies. Many forms of support, including that provided by a special needs teacher, can also be given without a decision on special-needs education.
Support when transferring from basic education to general upper secondary education
If a decision on student-specific support measures was made for the student in basic education, the school giving basic education must transfer this decision to the general upper secondary school. A decision made in basic education will not automatically entitle the student to special-needs education in general upper secondary school as well; the need for support will be assessed at the beginning of general upper secondary education studies. It should be noted that special-needs education in general upper secondary education differs from that given in basic education; for example, there are no special-needs education small groups in general upper secondary education. A decision on special-needs education can also be made at a later stage during general upper secondary education studies.
