After school activities in basic education

Before- and after-school activities are meant for students in grades 1 and 2, as well as for older children who have a decision on special support. The city coordinates the activities, while the clubs are maintained by private actors, the congregation, as well as organizations and associations. After-school clubs mainly operate on schools' and congregations' premises.

Prerequisites

Before- and after-school activities are meant for students in grades 1 and 2, as well as for older children who have a decision on special support.

Operating hours

After school activities will be arranged during the school year. The activities will not be provided during holiday seasons or on exceptional school days or on Saturdays.

After school activities operate daily from 12:00–16:00 or 12:00 to 17:00. The family shall choose in the service agreement the desired operating hours for the entire school year.

In Vantaa there are 56 after school activities operating units with around 2650 children attending them.

It is possible to arrange morning activities, if there are enough participants.

In the 2022-2023 school year, morning activities are arranged at Kaivoksela school by Kaivoskympin iltapäiväkerhon kannatusyhdistys ry and at Vantaa International school by Luna afternoon club Oy.

The organizer of morning activities decides on the fees.

A child participating in the after school activities may participate in the school’s other club activites also. Schools' club activities are arranged for 1st-9th graders. Schools’ club activities are voluntary and free of charge. The clubs are usually arranged after the school day on the school or nearby premises. The schools inform about their clubs and accept enrollments.

Apply for after school activities via Wilma system

Application period for the school year 2023-2024 is March 30, 2023 - April 30, 2023. 1st and 2nd graders and older with a decision on special support, who need after school activities and who submitted their applications during the application period, will receive a place in the after school activities beginning in the next school year.

You can also apply for after school activities throughout the year, but in this case, we cannot guarantee that all applicants receive a place in after school activities.

In January, guardians were mailed a notification of compulsory education including a student-specific keycode for creating a Wilma user ID for one guardian. The guardians enroll their children in school using the identifier they created, and the same identifier is used when applying for after school activities.

If you have lost your keycode or if you have not created a user identifier, ask for instructions online at: primuswilmatuki@vantaa.fi.

  1. Log in the Wilma system via browser
  2. Choose Applications and decisions at the top bar
  3. Choose Make a new application
  4. Choose Application for after school activities

If you need help in applying for after school activities (e.g., Wilma system), you can go to a Vantaa Info service point. They will instruct you in how to log in Wilma, how to fill the application, and how to send it. Take with you the student-specific key code that was sent together with the compulsory education notification or the Wilma user ID you created.

An online decision will be published on Wilma in June 5, 2023. You will find the decision on Wilma, Applications and decisions when you are logged in Wilma via browser. If you have chosen a paper decision, it will be sent to your home address in the second week of June.

We cannot give any interim information about places in after school activities.

After school activities’ customer fees and payment relief

After school activities are not free of charge. The guardians are charged a fixed monthly fee.

A free of charge snack is offered daily in after school activities. Everyone is also insured in case of an accident.

Compliant with §8 of the decision by Vantaa Education Committee on February 15, 2016, the customer fees for basic education after-school activities as of August 1, 2016 are

  • 100 € month for daily activities ending at 16:00 and
  • 130 € month for activities ending at 17:00

The fees can be relieved 35% depending on the family's level of income. Relieved after school activity fees are

  • 65 € month for daily activities ending at 16:00 and
  • 84,50 € month for activities ending at 17:00

Guardians will be charged a fixed monthly fee by the organizer with the following exceptions:

  • No customer fee will be charged for activity days in June.
  • If a child cannot due to sickness participate in after school activities on more than 10 days per calendar month, half of the monthly fee will be charged. The sickness shall be verified with a medical certificate.
  • If absence due to sickness lasts for an entire calendar month, no charge will be collected. The sickness shall be verified with a medical certificate.
  • If the child cannot due to other reason participate in after school activities in an entire calendar month, half of the monthly fee will be charged. The organizer of after school activities shall be notified of these absences in writing well in advance.

No fee compensation will be paid for schools’ fall, Christmas and skiing holidays.

If a child's after school activities unit changes within Vantaa in the middle of a calendar month or at the turn of the month, the earlier organizer is not entitled to collect the fee for the following month.

Compliant with §8 of the decision by Vantaa Education Committee on February 15, 2016, a 35% relief for the customer fee can be given, when your family income does not exceed the maximum gross income limit.

The payment relief limits are based on the income limits for day-care customer fees as stipulated in the Act on Social and Health Care Customer Fees.

Concept of family and income

When determining the family size the following are accounted for: married couples or people living in the same household under marriage-like conditions, as well as their minors living in the same household. When required, the Basic Education profit center will check the data from the population register.

When determining relief of after school activities customer fee, counted as income are taxable earned income, income from capital and tax-free income of the following people living in the same household: child, parent or other guardian, people living under circumstances comparable with marriage.

Not counted as income: Child care allowance; child allowance; disability benefit and pension for 16-year-old recipients of care allowance and dietary grant, compliant with the Disability Act (570/2007); child increase compliant with the National Pensions Act (586/2007); housing allowance; health care and medical examination costs based on accident insurance; conscript's allowance; national front-veterans' supplement; study grant; study grant for mature students; financial aid for students' housing allowance; operating allowance paid as social assistance; travel allowance; maintenance allowance compliant with the Rehabilitation Allowance Act (566/2005); labor market maintenance allowance according to the Adult Education Act; grants and other corresponding allowances based on studying; family care allowances; and children's home care allowance.

Maintenance payments for children not living in the family will be accounted for as income reduction. Relief for the customer fee for each child in the same family will be handled on a child-specific basis by accounting for the whole picture.

Apply for payment relief for the next school year primarily in June after you have received a decision on your child’s participation in after school activities. Even later submitted applications will be accounted for, and you may gain relief retroactively for at max. from the beginning of the term.

Appendices to the application

Add the copies of the following documents (concerning the family) as appendices to the application:

  • Salary certificate / pay slip
  • Entrepreneurs’ latest profit and loss statement / balance sheet / bookkeeper’s account of income and income statement
  • Certificate of studies or attending vocational courses, income receipts
  • Account of other regular income

Pleace notice that the application can be processed only after the appendices required are also submitted.

  • Apply for the relief for the customer fee in writing; attach the documents you wish to appeal to as appendices to the application. If there are changes in the family income after decision-making or if the family size increases, inform the changes to: iltapaivatoiminta@vantaa.fi.
  • As a general rule, relief for the following school year should be applied for by the end of June. Even later sent applications will be accounted for, and you may gain relief retroactively for at max. from the beginning of the term. If you are applying for a relief for the entire school year or only for the fall term, the application must be submitted by the end of December. If you are applying for a relief only for the spring term, the application must be submitted by the end of May.
  • The decision will be made for a set period, at max. one school year at a time.
  • The basic education manager will make the decision on the relief for the customer fee.
  • Information on payment relief will be given to the organizer for the after school activities who needs the information for invoicing the customer fee.
  • Relief for customer fees granted on faulty grounds can be collected from the customer retroactively.

Cancelling a place in after school activities

The place in the after school activities can be terminated following the notice period.

The period of notice is one calendar month. The time is calculated from the last day of the calendar month when the notice was given. For example, if you cancel the agreement in January, the agreement will come to an end by the end of February, and the termination will enter into force on March 1.

The customer fee will be charged for the period of notice.

The notifice should include the name of the child, date of birth and the place for the after school activities. You can also use the termination of after school activities form which comes as an attachment with the service agreement.
